Accessibility Statement - Timber Sales Management System Mobile App
This accessibility statement related to the Timber Sales Management System Driver App.
This application is run by Department of Agriculture, Environment and Rural Affairs (DAERA), Northern Ireland. We want as many people as possible to be able to use this mobile application. For example, that means you should be able to:
- use QR codes to simplify the transfer of information from driver to inspector. This should make the process simpler for users than submitting form-based information
- zoom in up to 200% without the text spilling off the screen
- navigate most of the application using speech recognition software
- clearly understand the content and instructions of the application.

How accessible this application is
We know some parts of this website aren't fully accessible:
- not all functionality is accessible using a keyboard or similar tabbing device - as this is a mobile application, it's unlikely to affect users. This mostly affects the permit listings screen
- the Help page does not have a primary header, and the heading hierachy may be confusing for some screenreader users

Technical information about this application's accessibility
DAERA is committed to making its applications accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications)(No. 2) Accessibility Regulations 2018.
This application is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to the non-compliances listed below.
Issues with technology
- According to recommendations, mobile applications should be accessible using keyboard only (for instance, for users attaching an external keyboard device or switch to their phone) - there are some issues with this, as the Permits listings cannot be tabbed through without a mouse or touch device. (2.1.1 Keyboard)
- There is no visible focus or visible cursor change (pointing hand) to identify selected content on Permits listings table. The clickable area of the Permits table is not identified large-screen devices. (2.4.7 Focus Visible)
- On mobile device, the footer drop-up links are not clickable at all.
- Where pop-ups are used (Commit to load), the pop-up should trap the focus i.e. items in the window below should not be tabbable (3.2.1: On Focus)
Issues with text
- the heading hierarchy on some content does not follow the expected sequence (1.3.1 Info and Relationships)
- some links open in a new window/tab but will not be announced as such by screenreaders (3.2.2 On Input)

How we tested this application
This application was last tested on 13 August 2024. The test was carried out by DAERA Digital Services Division.
We chose to sample those pages which were most commonly used, and most representative of the general functionality and layout of the application. The sample pages were tested for code compliance using the Axe testing tool and WAVE (Web Accessiblity Evaluation Tool). We also tested on Android phone, using the Axe for Android testing tool and Google Accessibility Scanner, and iPad. The pages also underwent manual testing to ensure they adhered to the four Accessibility principles (Perceivable, Operable, Understandable, Robust).

What we're doing to improve accessibility
The Department is actively engaged in improving the accessibility of its applications. As part of our 'UX Checklist', we require developers to design software with accessibility compliance built in. In those circumstances where compliance cannot be met, reasons for this should be documented, along with steps for addressing issues. We also carry out user research to ascertain user requirements and conduct usability workshopping before launching new applications.
