Technical information about this website's accessibility
DAERA is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications)(No. 2) Accessibility Regulations 2018.
This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances listed below.
Issues with technology
- There is no mechanism to turn off or extend the length of the session (2.2.1: Timing Adjustable)
- A 'skip to main content' link is present but doesn't work (2.4.1: Bypass Blocks)
- Pages are not meaningfully titled (2.4.2: Page Titled)
- Error identification - GOV.uk suggests use of an error summary to allow users to navigate to the location on the page, and a red border around the input field which is in error (3.3.1: Error Identification)
- there are a small number of incorrect Aria attributes and elements (1.3.1: Info and Relationships)
- Status messages - GOV.uk recommends using a notification banner (success) to update the user on something they have just done (4.1.3: Status Messages)
Issues with text
- missing H1 headings throughout on input pages (1.3.1: Info and Relationships, 2.4.6: Headings and Labels)
- some links, in the footer and Privacy notice page, do not alert the user that they open in a new window or tab (3.2.2 On Input)
Issues with PDFs and other documents
- Some of our older PDFs don't meet accessibility standards - for example, they may not be marked up so they're accessible to a screen reader.
- Accessibility regulations don't require us to fix PDFs or other documents published before 23 September 2018 if they're not essential to providing our services. For example, we don't plan to fix older user guides for legacy applications.
- The cash flow report PDF does not pass accessibility requirements. We intend to address the issues found.
Issues with images, video and audio
- No known issues.
Issues with interactive tools and transactions
- Focus order - The tab focus does not shift back to the start of the page, e.g. when filling out the fields for Pig finishing, the tab continues onto the footer for the next step, it's not returned to the input field without tabbing back up the page (2.4.3: Focus Order)
How we tested this website
This website was last tested on 17 June 2024. The test was carried out by DAERA Digital Services Division.
We chose to sample those pages which were most commonly used, and most representative of the general functionality and layout of the web application. The sample pages were tested for code compliance using the Axe testing tool and WAVE (Web Accessiblity Evaluation Tool). The pages also underwent manual testing to ensure they adhered to the four Accessibility principles (Perceivable, Operable, Understandable, Robust). We use NVDA as the assistive technology for testing. We also check PDF documents for accessibility using Adobe Acrobat Pro.
We tested:
- Privacy notice
- (Select) Business plan
- Business plan (status)
- View/edit calf to beef
- Add enterprise
- Other income summary
- Finance summary
- Beef stock valuation summary
- Add stock valuation
- Cash flow report (PDF)
What we're doing to improve accessibility
The Department is actively engaged in improving the accessibility of its applications. As part of our 'Development Checklist', we require developers to design software with accessibility compliance built in. In those circumstances where compliance cannot be met, reasons for this should be documented, along with steps for addressing issues. We also carry out user research to ascertain user requirements and conduct usability workshopping before launching new applications.
